Local broker access

Foreign investors can access the Zagreb Stock Exchange through HANFA-regulated Croatian investment firms (such as InterCapital Securities, Erste Banka, or Privredna banka Zagreb brokerage) or international online brokers that offer ZSE access. The ZSE is a regulated EU market and trades are settled in EUR. Interactive Brokers and a number of European brokers provide direct market access. Local app Genius by InterCapital was launched in 2023 for retail investors. All transactions require a broker who is an ZSE exchange member; there are no repatriation controls and dividends and capital gains may be freely remitted.

Grants No formal investment-migration programme

Croatia does not operate a formal golden visa or residency-by-investment programme. Croatian immigration authorities have confirmed there is no fixed investment-linked automatic residence permit. Foreigners can obtain temporary residence through property ownership (allowing stays of up to 9 months per year for non-EU nationals), business registration (company formation), or the digital nomad visa. After five continuous years of legal residence, permanent residence may be applied for; citizenship requires eight years. The digital nomad visa was extended to up to three years under 2025 legislation. Some immigration consultancies market standard residence routes as investment migration products, but these are standard visa categories, not a structured golden visa scheme.

Foreign-investor access

Croatia is an EU member state, so EU/EEA citizens have full freedom of movement and may purchase property, work, and reside without restriction. Non-EU nationals may purchase real estate and invest freely in listed securities; no foreign ownership limits apply to ZSE-listed equities. Direct investment in certain strategic sectors (energy, defence, media) may be subject to screening under the Law on Foreign Investment Screening enacted in November 2025. To buy ZSE-listed shares, foreign investors must open a brokerage account with a HANFA-authorised investment firm or use an international broker with ZSE access; the market is fully open to foreign portfolio investment with no repatriation restrictions.
